Guwahati, September 15, 2026: The newly elected leadership of the North East India Regional Bishops’ Council (NEIRBC) is participating in the 100th Executive Committee Meeting of the Conference of Catholic Bishops of India (CCBI) in Bengaluru from September 15 to 16.
Archbishop Victor Lyngdoh of Shillong, the new NEIRBC President, and Archbishop Linus Neli of Imphal, the new Vice President, are attending the meeting following their election earlier this month.
The Northeast is also represented by Archbishop John Moolachira of Guwahati, the immediate past President of the NEIRBC, and bishops serving in national CCBI commissions. Their participation provides continuity and brings the pastoral experience of the region into the national discussions.
The meeting marks the 100th gathering of the CCBI Executive Committee. The committee deals with the ordinary affairs of the national bishops’ conference between its plenary assemblies. Its membership includes the CCBI office-bearers, the Metropolitans of the Latin ecclesiastical provinces and the chairpersons of CCBI commissions.
Restructuring for Mission
The meeting comes as the CCBI considers a proposed restructuring of its commissions, departments and pastoral structures.
The proposal is part of a wider process of renewal linked to Mission 2033 and the Church’s continuing synodal journey.
The aim is to make Church structures more effective in serving the mission. The process also seeks better coordination, wider participation and a stronger response to emerging pastoral and social realities.
The restructuring follows several years of consultation and discernment. The CCBI’s 36th Plenary Assembly in Bhubaneswar in 2025 identified 16 pastoral priorities. The National Synodal Assembly held in Bengaluru in May 2026 further reflected on how the fruits of the synodal process could become more deeply rooted in the structures and pastoral life of the Church in India.
24 Commissions, Limited Resources
The discussion has particular relevance for the Northeast, where the NEIRBC has 24 commissions.
Finding suitable personnel to serve in all these commissions remains a challenge. The large number of commissions also places pressure on the region’s limited human and financial resources.
With resources spread across many areas of work, some commissions can find it difficult to sustain regular programmes and activities.
The issue is therefore not simply about filling positions. It is also about ensuring that available personnel, funding and expertise are focused on the pastoral priorities of the region.
The experience of the Northeast adds a practical dimension to the wider national discussion. It raises the question of whether Church structures can be more focused and better resourced while still responding to the diverse pastoral needs of the region.
Synodality and Mission
The proposed CCBI restructuring is being presented as more than an administrative exercise. It seeks to ensure that structures support communion, participation and mission rather than become ends in themselves.
For the Northeast, the discussion comes at a time when the regional Church is also reflecting on its pastoral priorities following the North East India Regional Pastoral Conference held in Guwahati from September 4 to 7.
The participation of the new NEIRBC leadership in the 100th CCBI Executive Committee Meeting brings the concerns and experience of the Northeast into the national conversation on the future direction of the Church in India.
As the CCBI reviews its structures, the experience of the Northeast highlights a simple pastoral principle: structures need suitable people, clear priorities and adequate resources if they are to serve the mission effectively.
